This is a ritual schedule, not an opening timetable. Reading it as opening hours is the mistake that puts people in a queue during a block when nothing is available.

What are the darshan timings at Jagannath Temple Puri?

Dwaraphita, the opening of the doors of the sanctum, is published at about 4.30 A.M. Mangala Alati follows at 5.30 A.M., and darshan is listed from then onwards.
What is the hour and a quarter gap?

Do the timings change during Ratha Yatra?
The deities leave the temple entirely for the Gundicha Temple during Ratha Yatra, so the ordinary schedule cannot apply. What replaces it has not been verified here.
